A process server ensure delivery (service) of court processes (summons) to the litigatnts. For example if A files case against B, before anything can be done against B, B must be called to come to the court either personally or through advocate to answer the allegations.
This messege to appear, in law is called court process/ summon or A messege in writing calling the other party to appear.
These process servers also serve the summons/ processes to witnesses calling them to appear in the court for their evidence.
A baliff on the other hand is a bit higher in hierarchy from process server. He ensure the delivery of possession, by delivery of messege/ process to occupant to vacate the premises as has been ordered and deliver the same to the winner of case of a case for possession for example in rent cases, he ensure vacation of premises from tenant to landlord. He is to strictly work in accordance with directions of court.
If there is possibility of breach of peace or law and order situation because of such harsh act, police help is ensured through orders of the court.
In addition, a baliff, also ensure service of bailable and non-bailable warrants to the parties or witnesses to appear in the court.
